Ebenezer Baffoe

Ebenezer Baffoe is a professional Accountant and Banker with over twenty-six (26) years of distinguished experience in Assurance, Advisory, and Accountancy Services. He currently serves as the Director of the Public Financial Management (PFM) Compliance Division at the Ministry of Finance.

Mr. Baffoe is a Fellow of the Association of Chartered Certified Accountants (ACCA–UK), and a member of several professional bodies including the Institute of Chartered Accountants, Ghana (ICAG), the Chartered Institute of Bankers, Ghana (ACIB), and the Institute of Internal Auditors (IIA).

Over the course of his career, he has worked with several reputable institutions such as the Securities and Exchange Commission (SEC), where he served as Head of Internal Audit. His leadership experience spans various senior roles including:

  • Supervisor, EY Ghana
  • Acting Chief Internal Auditor, GCB PLC
  • Executive Head of Internal Audit, uniBank Ghana Limited
  • Group Head of Internal Audit, HODA Holdings Limited

His expertise covers Enterprise Risk Management, Corporate Governance, Internal Control Procedures, Financial Analysis, Performance Management Review, and Tax Planning. He has led multidisciplinary teams to develop and implement major frameworks, including the ISO 31000 Risk Management Framework, Internal Audit Systems, and a comprehensive Quality Assurance and Improvement Programme.

Mr. Baffoe holds an Executive Master’s Degree in Business Administration (Finance Option).

He has also participated in numerous international conferences and professional development programmes, including the Global Internal Auditors Conference organised by the Institute of Internal Auditors in the Netherlands (2023), USA (2024), and Canada (2025).

In addition, he has contributed his expertise as a resource person for the Pan-African Risk Practitioners.
