Cynthia Ayebo Arthur (Mrs) is the Acting Director of the Public Investment and Asset Division (PIAD). With 23 years of experience in public service, she has served in various capacities within the Ministry across Divisions including the Debt Management Division, Economic Strategy and Research Division, Budget Division, and the Public Investment and Assets Division. She possesses expertise in Public Financial Management (PFM), Public Debt Management, Pensions Administration, Investment Appraisal, Project Structuring, and Financing.
Before her current appointment, she led the Public Investment Programs Unit of PIAD. In this role, she spearheaded Public Investment Management Reforms, which resulted in the passage of the Public Financial Management (Public Investment Management) Regulation, 2020 (L.I 2411), and the development of guidelines for project appraisal and the preparation of the Public Investment Plan (PIP). Additionally, she has contributed to the development and publication of numerous national documents, including the PFM Law, 2016 (Act 921), the annual Budget Statement and Economic Policy of Government, Debt Sustainability Analysis (DSA), and the Medium-Term Debt Strategy (MTDS).
Mrs. Arthur has been instrumental in the appraisal and structuring of several public infrastructure projects across various sectors. She has also facilitated the training of public officials in Investment Appraisal and Risk Analysis in Ghana.
She holds a professional certificate in Investment Appraisal and Risk Analysis from Queen’s University, Canada, an MA in Economic Policy Management from the University of Ghana and is a member of The Institute of Chartered Economists-Ghana.
