Accra, 22nd February, 2022 - Ten new members of the Central Tender Review Committee (CTRC) has been sworn in by the Deputy Minister for Finance, Hon. Dr. John Ampontuah Kumah, (MP) on behalf of the Minister for Finance, Ken Ofori Atta.
The Central Tender Review Committee was established by Section 20 of the Public Procurement Act, 2003 (ACT, 663) as amended with the mandate of ensuring compliance with the provisions of the procurement laws of Ghana. The new members are replacing some members of the board who have finished serving their term.
The new board has Mr. Frank Kwakye as Chairman, the members are Surv. Beaucerc N. Sackey, Mr. Patrick Nomo, Dr. Joshua Ofori-Amanfo, Dr. Kodjo E. Mensah-Abrampa, Mrs. Anna Pearl A. Siriboe, Mr. Kwasi Asante, Ing. David K. Nyante, Kwame A. Prempeh and Dr David Quist, as Secretary.
Hon. John Ampontuah Kumah indicated that the Committee’s mandate as specified in the Public Procurement Act, 2003 (Act 663) and its amendment, are to;
- Review evaluation reports of procurement entities within the threshold in accordance with the procurement Act.
- Give or deny concurrent approval to the procurement entity based on the procurement cycle of the respective procurement method.
- Review decisions of heads of entities in respect of complaints, and;
- Participate in public procurement fora when invited.
“You are today being prompted about the huge responsibility entrusted to you to work assiduously to achieve the Committees mandate. Your respective organizations, and the country as a whole have great expectations from this Committee to review the procurement processes to ascertain the selection of the best offers, while also ensuring compliance with principles and guidelines of the Public Procurement Laws”, the Deputy Minister said.
Hon. Kumah further urged members to ensure that public procurement achieves value for money, proper economic competition, and inclusiveness for all qualified suppliers, contractors, and consultants.
He indicated that the Chairman and members are further expected to ensure that all procurement activities demonstrate at the minimum the following;
- availability and adequacy of funding; and
- consistency with the National Development Plans/Programmes/policies, and
- key objectives of the various procurement entities.
