This annual debt bulletin is published in fulfilment of the requirements of Section 71 of the Public Financial Management Act, 2016 (Act 921), which mandates the Public Debt Office to publish, at least half-yearly, statistics on the public debt.

The Ministry’s attention has been drawn to media publications, claiming that Government spent GH¢1.7 billion on the Covid-19 pandemic, even though Government says its spent GH¢19 billion.

On the authority of H.E. the President, and in accordance with Articles 179 and 180 of the 1992 Constitution, permit me to present to this august House, the Budget of the President of the Republic of Ghana.

In accordance with Article 179 of the 1992 Constitution and Section 21 (3) of the Public Financial Management Act, 2016, (Act 921), Minister for Parliamentary Affairs will, on behalf of the President lay before Parliament, the 2021 Budget Statement and Economic Policy of Government on Friday, 12th March, 2021.

As part of the Government’s efforts to develop an efficient national financing framework, the Ministry of Planning, Ministry of Finance, the SDG Unit at the Presidency, the Ghana Statistical Service, together with KPMG and ISSER have been working on the costing of the SDGs in Ghana.

The Programme is for up to US$5.0 billion and will be used to support growth-oriented expenditures in the 2021 Budget and to conduct liability management of both Eurobonds and Domestic Bonds.
