Information Systems (Design, Supply and Installation) – GET Project

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Economic Transformation (GET) Project and intends to apply part of the proceeds toward payments under the contract for Design, Supply, Installation configuration and deployment of a Business   Registry Software on a Government cloud infrastructure for the Office of the Registrar of Companies (ORC).

The Project Coordinating Unit of the Ministry of Finance now invites sealed Bids from eligible Bidders for Design, Supply, Installation configuration and deployment of a Business Registry Software on a Government cloud infrastructure for the Office of the Registrar of Companies (ORC).

Bidding will be conducted through International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018 and November 2020).  (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from Ministry of Finance / GETP (Abdul-Latif Alhassan and e-mail: getpprocurement@gmail.com) and inspect the bidding document during office hours Documents between 9:00 am and 4:30 pm at the address “A” given below with effect from September 22, 2022.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Five Hundred Dollars (US$500.00) or an equivalent amount in a freely convertible currency. The method of payment will be Cash, Telegraphic Transfer, Cashier's Cheque, or Bank Draft. The document will be sent by email softcopy. The document will be issued to Bidders personally and with a written application letter.

In addition to the bidding documents, all bids MUST be accompanied by:

  • A Valid/ Original Business Registration Certificate or Business Licenses in conformity with the provisions of the laws of the country of the bidders;
     
  • A Valid/ Up-to-date Original Copy of Tax Clearance Certificate from the relevant authority in compliance with the provisions of the laws of the country of the bidders;
     
  • Audited Financial Statements of the bidders for the last Three (3) Financial Years (2019, 2020 and 2021);

Bids must be delivered to the address below on or before 11.00am local Time on October 31 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address “B” below 11.00am local Time on October 31, 2022.

Requests for clarifications should be received by the Purchaser not later than: Fourteen (14) days prior to bid opening date.

All Bids must be accompanied by a Bid Security of US$100,000.00

“Attention is drawn to the Procurement Regulations requiring the Ministry of Finance as the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
