In accordance with Article 179 (1) of the 1992 Constitution, Section 20 (1) of the Public Financial Management Act, 2016 (Act 921) and Regulation 20 (3) of the Public Financial Management Regulations, 2019 (L.I. 2378), the 2024-2027 Budget Preparation Guidelines is being circulated to Honorable Ministers, MMDCEs, Heads of Institutions, Chief Directors and members of Budget Committees for you adherence.
As you are aware, Ghana is implementing a 3- year IMF Supported Post COVID-19 Programme for Economic Growth(PC-PEG), which aims to restore macroeconomic stability and debt sustainability, while laying the foundation for higher and more inclusive growth.
In line with the above, the expenditure ceilings allocated to Ministries, Departments and Agencies (MDAs) and Metropolitan, Municipal and District Assemblies (MMDAs) for the 2024-2027 medium-term are aligned with the IMF supported PC-PEG
