Dr. Alex Amankwah-Poku is a highly experienced public sector budget specialist with extensive expertise in Public Financial Management (PFM) reforms, budget systems improvement, and management information systems. He is a Chief Budget Analyst and currently the Director, Public Financial Management Systems Division (PFM-SD) of the Ministry of Finance, Ghana. Prior to his appointment as Director, PFM-SD, he held several key leadership roles within the Ministry, including Group Head for Budget Monitoring and Reporting, Head of Budget Development and Reforms, Head of Budget Technical Assistance and Support, and Head of the Budget Division Coordination Unit.
Dr. Amankwah-Poku has demonstrated strong capability in implementing PFM reforms and possesses excellent interpersonal skills, enabling him to work effectively in team-oriented environments. He has a proven ability to maintain productive and collaborative relationships with national authorities and development partners. His skill set is further strengthened by robust analytical and research competencies. In addition, he is proficient in standard ICT applications and is a certified Project Management Professional (PMP). His professional and consulting experience spans diverse areas such as PFM systems improvement, sexual and reproductive health, ICT, systems analysis and design, climate budget tagging, and public expenditure reviews. He has provided consulting services across multiple countries including Ghana, the United Kingdom, Rwanda, Kenya, and Liberia.
Dr. Amankwah-Poku holds a PhD in Business Administration, a Master’s in Business Administration (MBA) with a specialization in Management Information Systems, and a Bachelor of Science degree in Computer Science and Statistics. Professionally, he is an Oracle Hyperion Planning and Essbase 11 Certified Implementation Specialist and a Microsoft Certified Systems Engineer (MCSE), Microsoft Certified Database Administrator and a Microsoft Certified Professional. He is also a certified Project Management Professional (PMP) and a member of the Project Management Institute (PMI) and the Institute of Internal Auditors (IIA).
